The following conditions must be met for Hamas to offer to free the hostages
1. An immediateend to the Gaza war
2. Withdrawal of all Israeli troops from Gaza
3. International guarantees that Hamas retains control of Gaza.
4. The release of all jailed Hamas prisoners, including those who took part in the October 7 attack
